APEDA

The Agricultural and Processed Food Products Export Development Authority (APEDA) was established by the Government of India under the Agricultural and Processed Food Products Export Development Authority Act passed by the Parliament in December, 1985. The Act (2 of 1986) came into effect from 13th February, 1986 by a notification issued in the Gazette of India: Extraordinary: Part-II [Sec. 3(ii): 13.2.1986).

Apeda is an act for the Development and Growth of export of scheduled commodities. It furnishes financial assistance, information, guidelines towards the advancement of scheduled products. The products prescribed under the APEDA Act are considered as schedule products and exporters of such scheduled products are compelled to register under APEDA.

Why Apeda Registration?

APEDA Registration Is obligatory for every exporter of agriculture commodities. By obtaining Online APEDA Registration, An Exporter Can:

  1. Obtain agreements on enhancing the packaging and trade of the Scheduled Products to be exported.
  2. Get enlisted under the Exporters Directory accessible.
  3. Get brand promotion by advertising and promoting the products with the APEDA registration.

APEDA - Development of Export Infrastructure

The Agricultural and Processed food Products Export Development Authority (APEDA) was established by the Government of India with a primary objective of development and promotion of export of agriculture products. As a part of achieving this objective, APEDA has introduced Export Infrastructure Development Scheme.

Development of an adequate infrastructure is critical for the growth of agro industries and export of agricultural products. The scheme covers fresh produce and processed food products. The emphasis is primarily on setting up of post harvest handling facilities so as to reduce losses caused due to spoilage and to ensure quality production of agro products.

Application Process:

  • Online Application: Fill in the online application form on the NLM portal.
  • Screening: The State Implementing Agency (SIA) screens applications for eligibility.
  • Approval: Recommendations are forwarded to the State Level Executive Committee (SLEC) for approval.
  • Subsidy Disbursement: After approval, subsidies are disbursed to beneficiaries through their bank accounts.

Pattern of Assistance: The scheme provides assistance for the following components.

Equipments eligible under Pack House: Collection, cleaning, washing, sorting/ grading, pre-cooling, packing, cold storage, Hand held NIR instrument (on tree harvesting quality evaluation of Mango Fruits) Hot water dip treatment etc.

Equipments eligible under processing facilities for Horticulture crops include: various types of screening sensors to detect external / internal quality of the produce, Vapor Heat Treatment (VHT), Irradiation, or any new equipment or technology for meeting the Phyto-sanitary requirements of importing countries.

Equipments eligible under processing facilities for Value addition products: x-ray, Screening equipments, Sortex, IQF, cooking/blanching line, filth / metal detector, sensors, vibrators or any new equipment or technology for food safety and quality requirements.

Important to Remember:

  • Bovine meat is not eligible for any assistance under this scheme
  • Assistance for Sortex is not available for Rice and Pulses
  • The total maximum assistance that can be availed under this scheme is Rs. 2 Cr
  • Preference shall be given to Bank linked application for seeking assistance for creation of capital assets.
  • Preference would be given to existing exporters who are already exporting products for which financial assistance is sought
  • Quotations shall be sought from minimum 3 suppliers
  • Assistance shall only be given for technical civil work, wherever civil work is involved
  • The beneficiary unit shall carry out exports after receiving assistance from APEDA.
  • Filing of quarterly export performance is mandatory

As a part of achieving this objective, APEDA has introduced Quality Development Scheme.

Compliance with Food Safety requirements of different countries is a continuous process which is paramount in international trade. Majority of the importing countries are demanding adherence to stringent Maximum Residue Levels (MRLs) prescribed by these countries. Some of the developed importing countries have set up MRLs at very low level for which high precision equipments are essentially required to be installed by the food testing labs and trade. Installation of quality management systems, laboratory testing equipments, held devices for capturing farm level peripheral coordinates for traceability systems and testing of samples etc. helps in achieving such prescribed standards for the purpose of export.

Pattern of Assistance: The scheme provides assistance for the following components.

Important to Remember:

  • Assistance for implementation and certification of Food Safety Management System such as HACCP, India HACCP, ISO22000/FSSC-22000, BRC, ISO-14001, GAP, India GAP, GHP, India GHP, ISO-9001 etc., in house quality control lab equipments, etc. would be admissible to manufacturer exporters only.
  • The certification should be from APEDA recognized agencies.
  • Training assistance shall be given only for APEDA related activities
  • Testing assistance to exporters shall be available for sampling and analysis carried out by APEDA recognized laboratories.
  • Food Testing Lab assistance is applicable exclusively for lab scale testing equipment and not for in process quality control equipments, consumables, glassware, computers, general refrigerators, Air Conditioners or laboratory furniture and civil work

Important to Remember

Specific to Component 1: Integrated Pack House and processing facilities
  1. Beneficiary should posses the land in his/her/company name or if leased the lease period should be for minimum 15 years from the time of application
  2. All projects should adhere to NCCD guidelines wherever applicable
  3. Requirements of importing countries have to be complied with, as per direction of APEDA from time to time
  4. Technical Civil Work will be limited to only 25% of the total eligible assistance
Specific to Component 2: Insulated, Reefer Transport vehicles, Mobile Pre-Cooling Units and Livestock carries

    2. ISO-9001 can be availed by both manufacturer and merchant exporters
    Specific to Component 3: Training & Study Tours in India & Abroad
    1. Assistance available for APEDA related activities only
    2. Short term course up to 1 month relevant to agro, quality, marketing, management and doing business
    3. Only course fee is reimbursed
    Specific to Component 4: Testing samples
    1. IPA is not required

    1. Laboratory should be ISO 17025 accredited

    General points to remember for all components
    1. Only APEDA registered members are eligible for assistance
    2. Assistance will be applicable for all APEDA scheduled products
    3. In Principle Approval is required for Assistance
    4. The expenditure incurred prior to the date of submission of online application will not be eligible for assistance
    5. Expenditure incurred between submission and issuance of IPA may or may not be considered for assistance
    6. After online submission, physical submission should be made within 30 days
    7. Land should be free from all incumbencies and should be in possession of applicant
    8. Applicant has to comply with requirement of Registration / License with FSSAI and other regulatory authorities
    9. Three quotations from the suppliers of Plant & Machinery. The assistance will be calculated on the least quote
    10. In case the applicant is taking Term loan, a detailed Bank Appraisal is mandatory
    11. In case the applicant is not availing term loan, a detailed appraisal note should be endorsed by a competent authority
    12. Three quotations have to be taken from 3 different suppliers. The assistance will be based on the lowest quotation received
    13. Technical Civil quotation should be duly certified by Chartered Engineer
    14. Components for which grants have been received from other agencies are not eligible for assistance under this scheme
    15. Declaration should be given that no financial assistance has availed from any state / central agency
    16. APEDA will charge a processing fee on disbursed amount @5%+GST
    17. If the project cannot take off or not implemented as per MoU, the beneficiary is liable to repay whole assistance amount along with interest @ 10% per annum and penalty upto 5%
    18. APEDA may seek any clarification or documents or information at any stage of the project
    19. Assets created by the grant may not be disposed off without prior approval of APEDA before 5 years of disbursement of Assistance
    20. The applicant shall submit monthly and quarterly export performance on APEDA website regularly even if it is nil
