NABARD

National Bank for Agriculture and Rural Development (NABARD) offers financing solutions with interest rates starting from 4.5% p.a. They offer short- and long-term refinancing along with direct lending. The tenure of the refinancing can range from 18 months to more than 5 years.

NABARD is a financial institution that was set up by the Indian government to promote sustainable agriculture and rural development in the country. The functions of NABARD include the propagation of technological innovations, financial and non-financial solutions, and institutional development.

The initiatives of NABARD include the constitution of an empowered rural India. The institution has three goal-oriented departments for achieving its motive:

The PMKSY had seven component schemes viz;
  1. Finance Department
  2. Developmental Department
  3. Supervisory Department
Some of the activities undertaken by NABARD for rural development include:

  • NABARD takes credit for having financed one-fifth of the rural infrastructure of India.
  • The institution pioneered watershed development for climate proofing.
  • It assists FPOs promoted by NGOs

NABARD - Dairy Entrepreneurship Development Scheme (DEDS)

This scheme was introduced by Dept. of Animal Husbandry and Dairying with the objective to generate self employment opportunities in dairy sector in the country. This scheme is being implemented through NABARD.

Pattern of Assistance The scheme provides assistance in the following form.

  • Transportation & Cold Storage facilities

Entrepreneurship Development and Employment Generation Component (EDEG)

National Livestock Mission (NLM) was introduced by Dept. of Animal Husbandry and Dairying with the objective of sustainable development of livestock sector, focusing on improving availability of quality feed and fodder. NLM has been divided into 4 submissions include all aspects of livestock development into the mission.

The Entrepreneurship Development and Employment Generation component (EDEG) falls under the subcomponent Livestock development of the NLM. The EDEG scheme is being implemented through NABARD.

The EDEG scheme mainly covers the following key schemes:

  1. Poultry Venture Capital Fund (PVCF)
  2. Integrated Development of Small Ruminants and Rabbits (IDSRR)

NABARD - Integrated Scheme for Agricultural Marketing - Storage Infrastructure

In the light of this vision of Govt. of India it entails an urgent need for putting in place better farmer-market linkages. The Govt. proposes to develop the storage facilities which are very crucial in the marketing activity of Agri produce. The scientific warehousing (godowning) in the marketing activity has multipronged role in reducing storages losses of all sorts , functioning as market place, promoting pledge financing and also Negotiable Warehouse Receipts (NWRS) instantly addressing the issue of distress sale of agriculture produce and facilitating futures trading. By selling agri. and allied produce in more marketable and processed form by farmers themselves in the market will considerably enhance the income levels of Indian farmers

Eligible beneficiaries for creation of storage infrastructure (Capacity 50 - 5000 MTs) and Non- storage infrastructure:
  • Individuals, Group of farmers / growers, FPOs/FPCs registered under respective companies Act/cooperatives societies Act/ societies registration Act (with minimum 50 number of farmer members);
  • Partnership/ Proprietary firms, Companies, Corporations;
  • Non-Government Organizations (NGOs), Self Help Groups (SHGs); Cooperatives, Cooperative Marketing Federations; Autonomous Bodies of the Government, Local Bodies, Panchayats;
  • State agencies including State Government Departments and autonomous organization / State owned corporations such as Agricultural Produce Market Committees & Marketing Boards, State Warehousing Corporations, State Civil Supplies Corporations etc

Pattern of Assistance: The scheme provides assistance as credit linked back ended subsidy in following form.

Important to remember:
  • Project should commence only after the term loan is sanctioned by the Financial Institution.
  • NABARD practices strict timelines in terms of making applications for the subsidy, Joint inspections and completion of the project. It is the responsibility of the applicant to adhere to the specified timelines.
  • There are various rules regarding allocation of Land for the project, in terms of lease period, location of the land and permissible cost of land in the project report / promoter’s contribution which need to be followed.
  • The storage godowns have to be constructed as per the norms of Warehousing Development and Regulatory Authority (WDRA).
  • There will be constant monitoring of the working of the project by NABARD and Financial Institutions.

NABARD - Integrated Scheme for Agricultural Marketing - Storage Infrastructure

The Govt. of India has a vision to double farmers income by year 2022. In the light of this vision, it entails an urgent need for putting in place better farmer-market linkages. Value addition to the raw agri produce is another way of enhancing the farmer's income. The scheme supports various infrastructure development projects under this scheme as mentioned below.

  1. Infrastructure establishment for primary processing at farm gate: Eligible primary processing activities under this component are
    1. cleaning, cutting, de-podding, de-cortication, dehusking, de-sheller, Grain cleaner, specific gravity separator, mini rice huller, drying equipments (solar/normal), bleaching, grading, sorting, packing/bag stitching, labelling, waxing, ripening, chilling, pasteurization, homogenization, freezing, refrigeration and other value addition activities.
    2. Mini Oil expeller for extraction of edible vegetable oil (as per FSSAI but without refining) from indigenous oilseeds (viz. Mustard seed, Sesame seed, Ground nut, Linseed, Mahua, Safflower, Nigerseed Oil, Coconut, Almond and Olive only)
    3. Mini Dal mill for primary processing of pulses, which includes cleaning, grading, sorting, splitting, packaging and labeling
  2. Common facilities in the market yards:
    1. platforms for auctioning of the produce, loading, unloading, assembling, drying, cleaning, grading, weighing, mechanical handling and assaying equipments
    2. The ancillary / supporting infrastructure like parking sheds, internal roads, garbage disposal arrangements, boundary walls, drinking water etc.
  3. Functional infrastructure:
    1. collection / assembling, drying, cleaning, grading, standardization, SPS (Sanitary &Phyto-sanitary) measures and quality certification, labelling, packaging, ripening chambers, waxing, value addition facilities
  4. Infrastructure for direct marketing of agricultural commodities from producers to consumers/processing units/ bulk buyers
  5. Infrastructure for development/upgradation of Rural Haats/RPMs as Grameen Agricultural Market
    1. Platforms, sheds, drying facility (solar/normal)
